The Center for Improving Value in Health Care (CIVHC) used 2009-2016 claims data from the Colorado All-Payer Claims Database (APCD) to examine trends in emergency department utilization by severity and payer type. The percent of moderate severity and low to moderate severity claims appears to decrease for both Medicaid and commercial payers during the observed time period.
