The New Hampshire Insurance Department commissioned BerryDunn, LLC. to assess the effect of 2014 legislation that set patients' out-of-pocket costs for physical therapy and chiropractic services equal to those for primary care services. The goals of the legislation were to increase access to these services and reduce costs to consumers. This report examines the overarching effects of the legislation with specific attention devoted to the the relationship between cost and access. Analysts found that chiropractic cost sharing declined slightly while utilization increased. Lower cost sharing is associated with higher utilization for physical therapy and chiropractic services. This is a follow-up to a 2014 report.
